PPN 006 or PPN 06/21 in your tender?

Both references concern Carbon Reduction Plans. PPN 006 carries the policy into the Procurement Act 2023 framework; PPN 06/21 remains relevant under the previous procurement rules. Start with the reference and reporting scope in your buyer’s documents.

NHS Carbon Reduction Plans: prepare for April 2027

For new procurements starting from 1 April 2027, NHS England applies two reporting tiers:

  • £5m+ a year, including VAT, and new frameworks and dynamic markets where proportionate: global Scope 1, Scope 2 and all relevant Scope 3 emissions.
  • Below £5m, above the relevant procurement thresholds: a plan using the existing PPN 006 reporting scope.

Check your tender’s requirements. I can help you identify what your existing plan needs.

A second pair of eyes on your carbon figures

Check the calculations, identify gaps and know what needs attention.

Check the calculations

I review the activities included, the data used and the calculations behind your emissions totals, looking for errors, omissions and assumptions that need explaining.

Make the evidence easy to follow

I help you organise the supporting records and calculation notes so someone else can follow the figures and you can update them more easily next year.

Know what to do next

You receive clear feedback on what needs correcting, where better information would help and which improvements to prioritise.

Independent verification through accredited partners

I carry out the practical checks described above. Where you need formal independent verification or assurance of the emissions reported in your Carbon Reduction Plan, I can arrange this through my network of accredited partners. Contact me to discuss what you need, including support for your NHS Evergreen Level 4 assessment.

A few practical questions

What information will you need from me?

Start with the tender requirement and any existing plan. I’ll give you a data checklist for your business, which may include energy bills, fuel use, travel, commuting, waste and supplier information.

Can you review or update an existing plan?

Yes. I can check what is already useful, identify gaps and agree the work needed to bring the plan up to date. You may not need to start again.

What if some of my data is missing?

We’ll identify the gaps and consider appropriate estimates, with the method and assumptions recorded. Missing data should not simply be reported as zero. Any remaining gaps need a clear explanation and an improvement plan, assessed against your buyer’s requirements.

Will our existing plan meet the April 2027 NHS requirements?

That depends on the procurement route, value and the scope of your current plan. The expanded 2027 NHS requirement covers global Scope 1, Scope 2 and all relevant Scope 3 emissions. A plan covering only the five PPN 006 Scope 3 categories will need more work if that expanded requirement applies.

Read the April 2027 guide
Does every NHS supplier need the expanded 2027 plan?

No. For new procurements from 1 April 2027 there are two tiers, with different emissions coverage. Check the procurement route and contract value, including whether you are joining a framework or dynamic market. I can help you establish which requirement applies before you collect more data.

Is a technical review the same as independent assurance?

No. My technical review checks the plan and supporting evidence within an agreed scope. Formal independent assurance is a separate engagement with defined criteria, an independent provider and a written conclusion. If I have prepared your calculations, my own checks should not be described as independent assurance.
